Calvin J Higgins
Dr. Calvin Higgins, Jr is a graduate of Wayne State University where he majored in public policy and earned a PhD and a Master of Arts degree in Political Science. Dr. Higgins also earned a Master of Science degree in Criminal Justice and Criminology from Tiffin University and a Bachelor of Arts degree in Criminal Justice from Ohio State University. Dr. Higgins has over thirty years of experience in law enforcement operations, beginning in 1988, as a police officer and detective in Florida. In 2018, Dr. Higgins retired as a decorated Special Agent with the Drug Enforcement Administration (DEA). In 2018, Dr. Higgins became the Chief of Police of the Law Enforcement Unit at the Detroit Branch of the Federal Reserve Bank of Chicago. In 2020, Dr. Higgins was promoted to Assistant Vice President of Operations at the Detroit Branch where he worked until he retired in 2024. Dr. Higgins is currently the President of the Detroit Chapter of the National Organization of Black Law Enforcement Executives (NOBLE).
